Police said they received a call at 12:49 p.m. about two men in a grey Chevrolet sedan seen preparing an illicit substance for consumption in the parking lot of the Davis Courthouse. Shortly after the call, the men fled the parking lot but were quickly pulled over nearby, according to police reports.
